Synfig is a program to create animations alone, it includes the user interactivity. It is available for Windows, GNU / Linux and Mac OS. English has a lot of documentation: manuals, tutorials and video wiki format. The English documentation is under development but as a wiki is we can work easily.
I started to test the program and found it fairly easy to use but have not yet deepened.
This is a video we can see the animation of an eye using Synfig.
